Comprehensive Economic Partnership Agreement (CEPA)

IAS MENTORSHIP 4 min read

A Comprehensive Economic Partnership Agreement (CEPA) is a broad-based trading agreement, which goes beyond the traditional area of tariff reduction. It addresses trade in goods and services as well as investment and other areas of economic cooperation.

Unlike a conventional FTA, a CEPA has the ability to address the regulatory aspects of trade, thus being a more comprehensive economic partnership between countries.

What Is CEPA?

A CEPA aims to forge deeper economic ties by addressing various aspects of trade and investment. In addition to enhancing market access, it can also address areas such as services, investment and regulatory cooperation.

In short, while an FTA focuses primarily on tariff reduction measures, a CEPA seeks to expand economic partnership in a more comprehensive manner.

Types of Trade Agreements

Trade agreements can have a different focus and scope of economic cooperation. The major types of trade agreements are:

1. Free Trade Agreement (FTA)

A Free Trade Agreement is an agreement where two or more countries provide preferential trade terms and tariff concessions to each other.

An FTA generally retains a negative list of products and services against which the preferential terms will not apply.

2. Preferential Trade Agreement (PTA)

A Preferential Trade Agreement provides preferential market access to selected products by reducing customs duties on certain agreed number of tariff lines.

A PTA therefore covers a narrower range of products as compared to a comprehensive trade agreement.

Example: India–Afghanistan Preferential Trade Agreement

3. Comprehensive Economic Partnership Agreement (CEPA)

A CEPA is broader-based than a conventional FTA, and in addition to trade in goods, it can address areas such as services, investment and other areas of economic cooperation.

It also addresses the regulatory aspects of trade, and thus is a more comprehensive economic partnership agreement.

4. Comprehensive Economic Cooperation Agreement (CECA)

A CECA generally covers negotiations relating to trade tariffs and tariff-rate quotas (TRQs). As compared to CEPA, it is narrower in scope and focuses primarily on tariff issues.

Example: India–Malaysia Comprehensive Economic Cooperation Agreement

5. Framework Agreement

A Framework Agreement provides the broad scope, structure and direction for a possible future trade agreement.

It can identify new areas for negotiations and set the framework and timeline for further trade liberalisation.

Examples: India has signed framework agreements with ASEAN and Japan.

Why Is CEPA Important?

A CEPA has the potential to provide a broader platform to deepen economic relations as it is not limited to tariff reduction. By including services, investment and regulatory issues, it can lead to deeper economic integration between the participating countries.

For countries such as India, such agreements can pave the way for expanding market access, services exports, investment flows and deeper economic cooperation.
