| Why in News? India’s water crisis is fundamentally one of management rather than scarcity. Despite receiving around 4,000 billion cubic metres of annual rainfall, the country utilises only a small fraction of it — making water security an essential condition for achieving the Viksit Bharat @ 2047 vision. |
The Scale of the Problem
India holds 18 percent of the world’s population but only about 4 percent of global freshwater resources. NITI Aayog estimates nearly 600 million people currently face extreme water stress.
Per capita water availability has collapsed from 5,000 cubic metres in 1947 to just 1,400 cubic metres today — well below the 1,700 cubic metre threshold that defines ‘water-stressed’ status. Compounding this, India is now the world’s largest consumer of groundwater, extracting around 25 percent of global groundwater withdrawal.
Why Institutional Coordination Is Half the Battle
At the central level, the Ministry of Jal Shakti acts as the nodal agency, supported by the Central Water Commission for surface water and the Central Ground Water Board for scientific groundwater management. But irrigation and water supply fall under the State List of the Constitution, making Centre-State coordination a persistent structural challenge.
NITI Aayog has tried to address this through its Composite Water Management Index, using competitive federalism to nudge states toward better performance.

Way Forward
- Shift from a ‘use and throw’ approach to a circular water economy — making treated wastewater reuse mandatory in industry and urban gardening.
- Reform agriculture, which consumes 80-90% of India’s water, by promoting low-water crops like millets and diversifying away from the rice-wheat cycle.
- Move water management beyond government departments into a genuine people’s movement (Jan Andolan), following successful community models seen in Rajasthan and Gujarat.
- Adapt storage infrastructure to increasingly extreme weather events — both flash floods and prolonged droughts — driven by climate change.
India’s water future will not be decided by how much rain falls from the sky, but by how carefully every drop is accounted for. Only a combination of scientific planning, technological innovation, and genuine public participation can make India a truly water-secure nation.
