⚡ Why in the News / Context Hacking attempts were recently detected in Indian CCTV networks through the Chinese software platform ‘ECCloud’, aimed at spying on strategic defence assets. In a separate but related development, in July 2025, Microsoft’s unilateral enforcement of EU sanctions — triggered by Russian ownership stakes — caused ‘Nayara Energy’, an Indian company, to lose access to its own cloud data and email systems. These incidents place sharp questions about India’s technological autonomy at the centre of national security discourse.
Digital Sovereignty: Key Challenges and National Risks
Foreign Dependence and Data Exploitation: Even when data is physically stored within India, foreign cloud companies (Microsoft, Google, Amazon) may be legally compelled under their home-country laws — such as the US CLOUD Act — to hand that data over to their governments on demand, irrespective of where it is stored.
Hardware vs. Code — Software-Based Warfare: Modern fighter jets, missiles, and radar systems run entirely on software. If the underlying code is controlled by foreign manufacturers, they can remotely reduce system accuracy or shut down operations entirely during a conflict — without firing a single shot.
Historical Lesson — Kargil 1999: During the 1999 Kargil War, the United States denied India access to precise GPS data, causing severe navigation difficulties in high-altitude mountainous terrain. This single episode catalysed India’s eventual development of NavIC.
Unilateral Geopolitical Sanctions: Excessive dependence on foreign technology means Indian companies can be caught in the crossfire of sanctions directed at a third country entirely — as Nayara Energy was, when it lost cloud access due to US-EU tensions involving Russian ownership stakes.
Global Scenario: Steps Toward Technological Autonomy
France: Moving all government departments off Microsoft Teams and Zoom onto indigenous video-conferencing platforms by 2027.
EU, Netherlands, Denmark: Actively exploring domestic alternatives to Microsoft Office (Word, Excel) and developing an independent ‘European Cloud’ to reduce dependence on US-controlled infrastructure.
India’s Fragile Position and the Power Transition Theory
The Power Transition Theory holds that as an emerging power (like India) approaches an established superpower in capability while maintaining strategic autonomy, the established power attempts to constrain or contain it. The challenge before India is to sustain its economic and strategic rise without allowing its critical infrastructure to remain dependent on the very powers it is rising relative to.
Way Forward
A. Expand Indigenous Digital Infrastructure
Proven precedents: Following the GPS denial at Kargil, India built NavIC — its own regional navigation satellite system. In the financial sector, UPI and RuPay have significantly reduced dependence on Visa/Mastercard and foreign payment rails.
Next steps: Mandate indigenous email systems (such as Zoho) and domestic cloud storage for all government ministries and sensitive public-sector operations — extending the NavIC/UPI model to communications and data infrastructure.
B. Adopt the ‘American Model’ of Defence Production
India’s traditional reliance on Public Sector Undertakings (PSUs) for defence production has resulted in decades of delays — most visibly in indigenous fighter aircraft programmes.
Reform: Replicate the US model by providing private sector firms with research funding and assured procurement guarantees. India has already taken a significant first step by inviting private participation in the Advanced Medium Combat Aircraft (AMCA) programme.
C. Strategic Partnerships and Mutual Interdependence
Rather than pursuing complete technological isolation (as China has attempted), India should co-develop technology with allied nations — ensuring that no single partner can unilaterally impose sanctions that cripple Indian systems.
Example: The India-Russia BrahMos missile programme demonstrates that joint co-development can produce world-class strategic assets.
Recent Progress: Micron Technology’s semiconductor manufacturing facility launched in Sanand, Gujarat (with US cooperation), and India’s membership in the US-led ‘Pax Silica’ initiative — designed to eliminate Chinese control over AI and global semiconductor supply chains.
D. Bridge the R&D Expenditure Gap

At less than one-third of the global average, India’s R&D investment fundamentally limits its ability to develop and sustain indigenous alternatives to foreign technology. Closing this gap is not optional for a country with India’s strategic ambitions.
