What Is CEPA?
A CEPA aims to forge deeper economic ties by addressing various aspects of trade and investment. In addition to enhancing market access, it can also address areas such as services, investment and regulatory cooperation.
In short, while an FTA focuses primarily on tariff reduction measures, a CEPA seeks to expand economic partnership in a more comprehensive manner.
Types of Trade Agreements

1. Free Trade Agreement (FTA)
A Free Trade Agreement is an agreement where two or more countries provide preferential trade terms and tariff concessions to each other.
An FTA generally retains a negative list of products and services against which the preferential terms will not apply.
2. Preferential Trade Agreement (PTA)
A Preferential Trade Agreement provides preferential market access to selected products by reducing customs duties on certain agreed number of tariff lines.
A PTA therefore covers a narrower range of products as compared to a comprehensive trade agreement.

3. Comprehensive Economic Partnership Agreement (CEPA)
A CEPA is broader-based than a conventional FTA, and in addition to trade in goods, it can address areas such as services, investment and other areas of economic cooperation.

4. Comprehensive Economic Cooperation Agreement (CECA)
A CECA generally covers negotiations relating to trade tariffs and tariff-rate quotas (TRQs). As compared to CEPA, it is narrower in scope and focuses primarily on tariff issues.

5. Framework Agreement
A Framework Agreement provides the broad scope, structure and direction for a possible future trade agreement.
It can identify new areas for negotiations and set the framework and timeline for further trade liberalisation.
