Why in News? The Constitution (106th Amendment) Act, 2023 grants 33% reservation for women in the Lok Sabha and State Legislative Assemblies. However, its actual implementation is tied to the next census and delimitation exercise, opening up debate on both timeline and impact.

Women’s reservation is widely seen as a step toward greater political inclusion, helping create gender balance in legislative decision-making and making Indian democracy more representative. But the amendment does not take effect on its own — its rollout is conditional on a fresh census followed by delimitation.

How Population-Based Delimitation Could Reshape Federal Balance

Delimitation in India is primarily driven by population. States with larger populations stand to gain more seats, which could disproportionately benefit several North Indian states while comparatively reducing the political weight of South Indian states. This risks widening an already sensitive North-South divide and straining federal balance.

What Seat Expansion Could Mean in Practice

One proposal under discussion would expand the Lok Sabha by roughly 50 percent, taking the total from 543 seats to around 816. Every state would gain additional representation in absolute terms, but states with larger populations would still end up with proportionally greater political power than smaller ones.

The Census Data Problem

If delimitation proceeds on the basis of the 2011 Census, it would fail to capture present-day demographic realities.   • Link the rollout of women’s reservation to the latest available census data, not the outdated 2011 figures, so representation reflects present-day demographics.
  • Widen the delimitation criteria beyond population alone to include regional balance, economic contribution, and social diversity, protecting federal balance.
  • Implement any Lok Sabha or Assembly seat expansion transparently and rationally, so no region feels arbitrarily favoured or disadvantaged.
  • Seriously examine sub-quotas for OBCs and other disadvantaged groups within the women’s reservation framework to strengthen social justice outcomes.
  • Design a clear, stable rotation policy for reserved seats so representatives get adequate time and continuity in their constituencies.
  • Build all-party political consensus so the reform is seen as a genuine national project rather than a tool for short-term political gain.

Women’s reservation is a necessary and long overdue reform, but its success depends heavily on using current census data and pursuing a genuinely balanced delimitation process. Rushing implementation without broad consultation and federal sensitivity risks undermining the very inclusiveness the reform is meant to achieve.
