Urban Infrastructure Development Fund (UIDF) and Rural Infrastructure Development Fund (RIDF)

IAS MENTORSHIP 4 min read

The Urban Infrastructure Development Fund (UIDF) is a dedicated fund created to support urban infrastructure development in Tier-2 and Tier-3 cities. It is funded through the priority sector lending shortfall and is managed by the National Housing Bank (NHB).

The fund was created on the lines of the Rural Infrastructure Development Fund (RIDF), which supports infrastructure development in rural areas.

Objectives of UIDF

The main objective of UIDF is to help public agencies develop essential urban infrastructure in smaller cities.

Priority areas include:

  • Water supply
  • Sewerage and sanitation
  • Solid waste management
  • Drains and storm-water drainage
  • Other basic urban infrastructure

Impact-oriented projects are given priority to ensure that the available funds create tangible improvements in urban services.

Corpus and Coverage

The initial corpus of the UIDF is ₹10,000 crore.

According to the provided information, the fund covers:

  • 459 Tier-2 cities
  • 580 Tier-3 cities

States are encouraged to combine UIDF funding with 15th Finance Commission grants and existing government schemes. They are also encouraged to introduce appropriate user charges to support the sustainability of urban infrastructure.

Who Manages UIDF?

The National Housing Bank (NHB) is the nodal agency responsible for implementing and managing the UIDF.

UIDF Loan Terms

The major terms of UIDF loans are:

  • Interest Rate: Bank Rate minus 1.5 percentage points
  • Repayment Period: Seven years from the date of withdrawal
  • Principal Repayment: Five equal annual instalments
  • Moratorium: Two years
  • Interest Payment: Quarterly

What are Tier-2 and Tier-3 Cities?

As per the population classification provided for UIDF implementation:

  • Tier-2 cities: Population of 50,000 to less than 1 lakh
  • Tier-3 cities: Population of 1 lakh to less than 10 lakh

The classification is based on the 2011 Census.

Urban Infrastructure Development Fund vs Rural Infrastructure Development Fund

The UIDF is modelled on the Rural Infrastructure Development Fund (RIDF), but the two focus on different areas.

Rural Infrastructure Development Fund (RIDF)

The Rural Infrastructure Development Fund (RIDF) was established by the Government of India in 1995–96 to finance ongoing rural infrastructure projects.

It is maintained by NABARD. Domestic commercial banks contribute to the fund to the extent of their shortfall in the prescribed priority sector lending target for agriculture.

RIDF provides loans to State Governments and state-owned corporations for completing rural infrastructure projects.

Loans are generally repayable through equal annual instalments within seven years, including a two-year grace period.

Why is UIDF Important?

UIDF can help smaller cities address infrastructure gaps that often emerge as urban populations grow. Better water supply, sanitation, drainage and waste management can improve public health, living conditions and the overall quality of urban development.

It also gives states an additional financing mechanism to support infrastructure projects beyond major metropolitan centres.
