About the Paika Rebellion

  • The Paika Rebellion of 1817 was a major armed uprising against the East India Company in Odisha.
  • The rebellion was centred mainly in Khurda and spread to several neighbouring areas.
  • It was led by Bakshi Jagabandhu Bidyadhar, the military commander of the Khurda ruler.
  • The rebellion was directed against British political control, revenue policies and the loss of traditional privileges of the Paikas.
  • It is regarded as one of the important early armed resistances against British rule before the Revolt of 1857.

Who Were the Paikas?

  • The Paikas were traditional peasant-militia groups of Odisha who served the rulers of Khurda.
  • They performed military, policing and other administrative duties for the Khurda kingdom.
  • In return for their services, many Paikas enjoyed rent-free or revenue-free land grants, commonly associated with their military obligations.
  • The Paikas therefore occupied an important position in the political and military structure of Khurda.

Causes of the Paika Rebellion

·   British Conquest of Odisha

o   The British occupied Odisha in 1803, bringing the region under Company rule and weakening the authority of the Khurda Raja.

o   The removal of the traditional political order affected the privileges and status of the Paikas.

·   Loss of Land and Traditional Privileges

o   The British revenue system threatened the rent-free land holdings and customary privileges enjoyed by the Paikas.

o   The loss of their traditional economic base increased resentment against Company rule.

·   Revenue Policies

o   The British introduced new revenue demands and collection methods, which created economic pressure on peasants and traditional landholders.

o   The revenue system disrupted existing arrangements and contributed to widespread rural discontent.

·   Economic Distress

o   The introduction of the Company’s silver currency and monetised revenue payments created difficulties for sections of the rural population.

o   Local traders, moneylenders and revenue officials became increasingly influential in the rural economy.

·   Political Discontent

o   The British treatment of the Khurda Raja and the decline of the traditional political system created resentment.

o   The Paikas viewed British rule as a threat to their political status, land rights and traditional authority.

Leaders of the Paika Rebellion

Bakshi Jagabandhu

  • Bakshi Jagabandhu Bidyadhar was the principal leader of the Paika Rebellion.
  • He was the Bakshi or military commander of the Khurda Raja.
  • After losing his traditional jagir, he became a prominent opponent of British rule.
  • He organised the Paikas and mobilised support from peasants and other sections of the population.

Khurda Raja

  • The Khurda royal family provided an important political background to the rebellion because British rule had weakened the traditional authority of the Raja.
  • However, Bakshi Jagabandhu remained the principal military leader of the uprising.

Course of the Rebellion

  • The rebellion began in March 1817, when armed Paikas entered Khurda and attacked British establishments.
  • The rebels attacked police stations, government offices and other symbols of Company authority.
  • The uprising spread from Khurda to areas such as Puri and Gop.
  • Local peasants and other groups also joined the movement, giving it a broader rural character.
  • The British eventually deployed military forces and adopted measures to isolate and suppress the rebels.
  • Although the major uprising was suppressed, Bakshi Jagabandhu continued resistance for several years.
  • He eventually surrendered to the British in 1825 and died in captivity in 1829.

Outcomes and Impact

Suppression of the Rebellion

  • The British eventually suppressed the Paika Rebellion through military and administrative measures.
  • The uprising failed to end British rule in Odisha.

Changes in Revenue Administration

  • The rebellion forced the British administration to reconsider some of its revenue policies and administrative practices in Odisha.
  • The government attempted to reduce some immediate grievances in order to stabilise the region.

Strengthening of British Control

  • The British strengthened their administrative and military presence in Odisha after suppressing the rebellion.
  • Traditional political and military structures continued to decline under colonial rule.

Wider Participation

  • Although the Paikas formed the core of the rebellion, the movement also received support from peasants, zamindars and other local groups.
  • It therefore developed beyond a purely military revolt of the Paika community.

Place in the History of Resistance

  • The rebellion demonstrated that organised resistance to British rule existed well before 1857.
  • It became an important symbol of Odisha’s early anti-colonial resistance.
