As a measure to win hearts and minds of locals, discuss the Border Area Development Programmes (BADP) by the Central Government and civic actions by the Army. Also discuss demand of promulgation of provision of the Sixth Schedule of constitution for Ladakh. (Answer in 150 words)

Introduction

Ladakh shares borders with Pakistan along the LoC and China along the LAC, making it strategically important for India. In such a sensitive region, national security depends not only on military strength but also on development, local participation and the trust of border communities.

1. Development and Civic Actions

• BADP and Vibrant Villages Programme: These programmes focus on improving roads, healthcare, education, drinking water, digital connectivity and livelihood opportunities in border villages. Better facilities can reduce out-migration and encourage people to remain in these strategically important areas.
• Army’s Operation Sadbhavana: The Army builds goodwill through Army Goodwill Schools, medical and veterinary camps, vocational training, educational assistance and National Integration Tours for local youth.
• Together, these initiatives make local communities active partners in border security.

2. Demand for Sixth Schedule

• Greater local autonomy: The Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) have demanded stronger constitutional safeguards for land, culture, forests and customary practices.
• Protection of tribal identity and ecology: The demand is also linked to concerns over land alienation, unplanned development and the fragile Himalayan environment.
