  • NITI Aayog Report: The report on ‘Ease of Doing R&D in India’ found that nearly 80% of ANRF funding is concentrated in IITs, while multiple Central agencies may be funding overlapping research.
  • Core Gap: India lacks a unified system showing who is funded, by whom, for what, and whether similar funding has already been provided.
  • Proposed Solution: NITI Aayog has proposed the Unified Project Management System (UPMS) to streamline planning, funding, monitoring and evaluation of public R&D.

Key Problem: Fragmented Data

  • Separate Databases: Research-funding information is scattered across multiple agencies in inconsistent formats.

  • Global Integration: Directly integrate with the existing Crossref ecosystem, enabling faster implementation and interoperability.
  • Hybrid Model: A nationally governed UPMS using global PID standards can combine sovereignty with international compatibility.

Way Forward

  • Common Platform: Make UPMS the single platform for public R&D funding.
  • Standardised Metadata: Adopt uniform data fields across funding agencies.
  • Mandatory PIDs: Use Grant DOI, ROR and ORCID for grants, institutions and researchers.
  • Duplicate Detection: Use machine-readable data to identify overlapping grants.
  • Funding Equity: Monitor concentration and broaden research opportunities beyond established institutions.
  • Outcome-Based Funding: Link public funding with measurable research outputs.
