Cloudbursts: Understanding the Science Beyond the Headlines

 Context

  • Frequent use of the term: Following flash floods and sudden heavy rainfall, the term ‘cloudburst’ is often used by authorities and the media to describe the event.
  • Editorial’s concern: The editorial argues that the term is frequently misused, which may divert attention from poor planning, weak infrastructure and governance failures that aggravate disaster impacts.

What is a Cloudburst?

  • IMD definition: According to the India Meteorological Department (IMD), a cloudburst is an event in which 10 cm or more rainfall occurs within one hour over a small area of about 20–30 sq. km.
  • Extreme rainfall event: A cloudburst is much more intense than normal heavy monsoon rainfall and causes rapid accumulation of water over a limited area.
  • Flash floods: Since the rainfall occurs within a very short period, the ground cannot absorb the water quickly enough, resulting in flash floods and widespread destruction.
  • Mini-cloudburst: Some scientists have proposed a category called “mini-cloudburst”, involving 5 cm rainfall within one hour over the same area, as it can also cause severe damage depending on the terrain.

 Occurrence of Cloudbursts in India

  • Relatively rare events: Cloudbursts are uncommon compared to normal monsoon rainfall but are becoming more frequent as global warming increases the atmosphere’s moisture-holding capacity.
  • Official records: According to a statement made in Parliament in 2019, the IMD recorded around 30 cloudburst incidents between 1970 and 2016.
  • Possible underestimation: Experts believe the actual number may be higher because many cloudbursts occur in remote mountainous areas where weather stations and rain gauges are sparse.
  • Vulnerable regions: Uttarakhand, Himachal Pradesh and Jammu & Kashmir have witnessed a rise in reported cloudburst-like events, particularly during July and August.

 How Does a Cloudburst Form?

  • Convection: Warm, moisture-laden air rises rapidly into the atmosphere.
  • Orographic lifting: In mountainous regions, monsoon winds are forced upward by steep slopes, enhancing cloud formation.
  • Formation of cumulonimbus clouds: Rising air cools and condenses to form towering cumulonimbus clouds, which may extend up to 15 km in height.
  • Strong updrafts: Powerful upward air currents keep raindrops suspended for longer, allowing them to grow larger.
  • Sudden release: When the droplets become too heavy or the updraft weakens, enormous quantities of water fall almost simultaneously, resulting in a cloudburst.

Concerns Highlighted in the Editorial

  • Misuse of the term: Labeling every extreme rainfall event as a cloudburst may create the impression that the disaster was entirely unavoidable.
  • Reduced accountability: Such descriptions may shift attention away from governance failures such as poor drainage, illegal construction, encroachment on riverbeds and deforestation.
  • Dharali floods (2025): Initial reports attributed the Uttarakhand floods to a cloudburst, but later meteorological analysis found rainfall below the IMD’s cloudburst threshold.
  • Underlying causes: The editorial attributes the disaster primarily to illegal construction, deforestation and inadequate drainage infrastructure rather than a cloudburst.
  • Recent clarification: The IMD also rejected reports that recent floods in Assam and Nagaland were caused by cloudbursts.

 Why are Cloudbursts Difficult to Forecast?

  • Highly localised phenomenon: Cloudbursts occur over areas much smaller than the grid size used in most weather prediction models.
  • Rapid development: They form and intensify within a short period, leaving little time for advance forecasting.
  • Mountainous terrain: Mountain ranges obstruct Doppler Weather Radar signals, creating blind spots in weather monitoring.
  • Limited observation network: Remote hilly regions have relatively fewer automatic weather stations, reducing the availability of real-time weather data.

 Government Initiatives

  • Nowcasting: The IMD is strengthening nowcasting, which provides short-term weather alerts every few hours.
  • Mission Mausam: Under Mission Mausam, the Government plans to more than double India’s Doppler Weather Radar network and utilise Artificial Intelligence (AI) for improved hyperlocal weather prediction.

Way Forward

  • Improve weather observation: Expand the network of Doppler Weather Radars and automatic weather stations, particularly in mountainous regions.
  • Strengthen forecasting: Develop high-resolution weather models and improve hyperlocal forecasting capabilities.
  • Enhance disaster preparedness: Strengthen early warning systems and improve communication with vulnerable communities.
  • Promote risk-sensitive planning: Prevent construction in ecologically fragile and flood-prone areas through better land-use planning.
  • Ensure accountability: Distinguish between genuine cloudbursts and disasters aggravated by poor infrastructure and environmental degradation.
