4. (b) Efficiency is doing things right, while effectiveness is doing the right thing. How do you strike a balance between the two to enhance productivity? (Answer in 150 words)

Introduction

Efficiency means achieving a task with minimum time and resources, while effectiveness means achieving the right outcome. In public administration, productivity requires both the right goals and efficient execution.

Striking the Balance

  • Clear goals: Identify outcomes that serve constitutional values and genuine public needs before optimising processes.
  • Efficient processes: Reduce delays, duplication and red tape through e-governance, technology and better work processes.
  • Outcome-based assessment: Measure success through actual improvements in citizens’ lives rather than merely through expenditure or completion of procedures.
  • Ethical discretion: Follow rules while using reasonable discretion where rigid procedures may defeat legitimate public objectives.
  • Citizen feedback: Use grievance redressal, social audits and citizen feedback to assess whether services are actually reaching intended beneficiaries.
  • Resource optimisation: Ensure that public funds, manpower and time are used economically without compromising quality.
  • Teamwork and capacity building: Train officials and encourage coordination so that faster execution does not compromise accuracy or accountability.
  • Continuous improvement: Regularly review outcomes and modify processes where they are not delivering the desired results.
